Barack Obama, birinci baskanlık döneminin sonlarında 2012 yılı "Birliğin Durumu" konusmasında, sürdürülebilir bir ekonomi kurulması gerektiğini söylemis, kendi enerji kaynaklarını kontrol edebilmeye vurgu yapmıs, ekonominin gelismesi ve istihdamın artması için izlenecek politikaları anlatırken, sürdürülebilecek bir ekonominin planlarından söz eden Obama, yeni ekonomik plana dair sözlerinde, yeni ekonomik planının ülke içi üretime ve yerli enerji kaynaklarına dayanmasının altını çizmistir.32 

Kasım 2012 ABD Baskanlık seçimini, enerji tasarrufu ve verimliliğinin gelistirilmesi ve alternatif enerji kaynaklarının kullanımını arttıracak projeleri destekleyen, önceliği temiz enerjiye veren ve 2035 yılına kadar elektrik üretiminin yüzde 80'inin yenilenebilir enerjiden elde edilmesini hedefleyen33 Barack Obama kazanmıs, Obama ikinci kez ABD baskanlığına 
seçilmistir. 

İkinci kez baskanlığa seçilmesinden sonraki ilk " Birliğin Durumu " konusmasında Obama, Amerikan enerjisine yatırımların önemini vurgulamıs, yıllarca konusulduktan sonra Amerika’nın nihayet enerji alanında kendi kaderini eline alma yoluna girdiğini açıklamıstır. Obama, konusmasında Amerika’nın son 15 yılda olmadığı kadar çok petrol çıkardığını, doğal gaz üretiminin rekor düzeyde arttığını, yakıt tasarruflu araçların rekor sayıya ulastığını söylemis, dört yıl önce temiz enerji sektöründe diğer ülkelerin liderlik ettiğini belirten Obama, Amerika’nın bu durumu değistirmeye basladığını ifade etmistir. Konusmasının önemli bir bölümünü iklim değisikliği ve yenilenebilir enerjiye ayıran Obama, rüzgar, günes gibi kaynaklardan ürettikleri yenilenebilir enerjinin miktarını ikiye katladıklarını belirtirken, yenilenebilir enerji sektörünün on binlerce Amerikalı’ya istihdam sağladığını da sözlerine eklemistir.34 

Ocak 2009'da iktidara geldiğinden itibaren günes ve rüzgar enerjisi gibi yenilenebilir enerji kaynaklarını tesvik eden35 Barack Obama 2014 yılı Mayıs ayında yaptığı bir açıklamada da yenilenebilir enerji alanında çalısmak üzere daha çok kisinin eğitilmesi, günes panellerinin kullanımının ve kamu binalarında enerji verimliliğinin arttırılması amacıyla atılacak adımları açıklamıs, açıklamada 2020 yılına kadar 50.000 isçinin günes enerjisi sektöründe çalısabilir hale getirilmesinin hedeflendiği belirtilmistir.36Obama'nın Enerji Danısmanı Dan Utech ise yaptığı açıklamada; günes enerjisi ve verimlilik alanlarında yatırım yapmanın karbon emisyonunun azaltılmasının yanısıra ABD ekonomisi için de önemli olduğunu ifade etmis, ayrıca Obama döneminde ABD günes enerjisi sanayisinin önemli ölçüde gelistiğini ve yeni kurulumlarla 2 milyondan fazla eve yetecek kadar elektrik üretilebildiğini belirtmistir.37 

Sonuç 

2000'li yıllarda yenilenebilir enerji tüketiminin her geçen yıl artıs gösterdiği ABD'nin38 enerji politikalarında yenilenebilir enerji kaynakları, (20 Ocak 2001-20 Ocak 2009) tarihlerinde iki dönem baskanlığı sürecinde Baskan George W. Bush yönetimince ve (20 Ocak 2009-20 Ocak 2013) tarihleri arasındaki ilk döneminde ve Ocak 2013'den beri de ikinci döneminde Baskan Barack Obama yönetimi tarafından ABD'nin dıs petrol bağımlılığını azaltmak, sona erdirmek doğrultusunda alternatif enerji kaynaklarına yönelinmesi gerekliliği 
bağlamında yapılan açıklamalarda vurgulanmıstır. Fosil yakıtların çevreye olan etkileri çerçevesinde alternatif ve temiz enerji kaynaklarına yönelimin küresel ölçekte arttığı 2000'li yıllarda her iki baskanın da yönetimleri sürecinde ABD'nin enerji politikasına iliskin söylemlerinde yenilenebilir ve temiz enerji kaynaklarının kullanımının arttırılmasına dair ifadeler 39 sıklıkla yer almıstır.
